Insulation grants

Attic insulation is a fixed amount by house type: €2,000 detached, €1,500 semi-detached or end-of-terrace, €1,400 mid-terrace, €1,100 apartment (higher, up to €2,500/€1,900/€1,800/€1,400, if you're a first-time buyer who bought on or after 1 January 2025, a homeowner on a qualifying welfare payment or a landlord with an active HAP tenancy or RAS arrangement). Wall insulation varies by type and home: cavity €700-€1,800 (€900-€2,300 for a homeowner on a qualifying welfare payment or for a HAP or RAS home), internal €1,500-€4,500, external €3,000-€8,000.

What it is

Attic insulation stops heat escaping through the roof. SEAI pays a fixed amount for it by house type. Attic is up to €2,000, rising to €2,500 for first-time buyers who bought on or after 1 January 2025, homeowners on qualifying welfare payments and landlords with an active HAP tenancy or RAS arrangement. Wall insulation is up to €8,000 across three types, cavity, external and internal, with a higher cavity amount for homeowners on qualifying welfare payments and for HAP or RAS homes. Every external wall must be insulated, as partial insulation does not qualify. Worth knowing if you have insulated before: you can now apply for a second wall measure. After a cavity grant you can apply for internal or external insulation, after an internal grant for external only and after an external grant there is no second wall grant. Grant approval must be in place before any work starts.

Who can get it

Your home was built and occupied before 2011 (attic insulation) or before 31 December 2010 (wall insulation), and has an electricity connection (an MPRN)
You own the home, or are a company, owner management company, registered charity, holiday home owner, Approved Housing Body, or a non-private or commercial landlord of a tenanted property
You have grant approval from SEAI in place before any work starts
You use an SEAI registered contractor, or have a One Stop Shop manage the job for you
The home is a fixed permanent dwelling. Mobile homes, caravans, houseboats and other temporary dwellings are not covered. Neither are new builds, new extensions or any newly built part of a home.

There are three types of wall insulation: cavity, internal and external. If you've already had a grant for cavity insulation, you can apply for internal or external next. If you've had internal, you can apply for external only. If you've already had external wall insulation, you cannot get a second wall insulation grant, there's no further upgrade after that.
Wall insulation must cover the whole home, a whole-surface solution, all your external walls need to be insulated. Partial insulation, for example just one or two walls, does not qualify.
You cannot get a second attic insulation grant at the same address (the same MPRN), even years later.
In an apartment, only a top-floor unit, or one losing heat through the roof, qualifies for the attic grant.
The higher attic amount is for homeowners on a qualifying Department of Social Protection welfare payment, landlords with an active HAP tenancy or RAS arrangement and first-time buyers. A first-time buyer must have bought, on or after 1 January 2025, an existing home built and occupied on or before 31 December 2010. You declare this when you apply and SEAI runs verification audits. The first-time buyer rate applies to attic insulation only. For HAP and RAS homes the higher amount applies automatically. SEAI may ask for evidence.
If you're altering more than 25% of your home's surface area, extra Building Regulations apply. Your home must then either reach a minimum B2 BER rating or have a heating system and attic insulation that meet the Building Regulation standard.
Traditional homes and heritage buildings, typically built before 1940 with solid masonry walls and no cavity, are not eligible for the individual wall insulation grant. They can still get the attic insulation grant. For walls SEAI points them to its Traditional Homes Pilot, which needs a whole-house upgrade through a One Stop Shop that offers traditional homes services, with a Traditional Building Professional overseeing the work.
SEAI's Homeowner Application Guide says you have 30 days to accept your grant offer, then eight months from the date of the offer to finish the work and send in the paperwork.
A post-works BER is needed once the job is done. SEAI's Homeowner Application Guide gives €50 towards it (€280 on a qualifying welfare payment) and says the BER grant is paid only on your first grant application.

Planning permission is not needed for internal or cavity insulation. External wall insulation may need an ESB Networks Service Alteration, so check with your contractor and contact ESB Networks before any work starts.
Do not buy materials or start work until your grant offer arrives. SEAI says you cannot apply once you have bought materials or started the work. Costs before approval can lose you the whole grant.
Payment timing depends on the funding government gives SEAI each calendar year. If a year's funding runs out, SEAI's terms say payment to remaining applicants will be deferred. SEAI currently quotes 4 to 6 weeks for payment once all your paperwork is correct.
To change contractor before the work starts, cancel your grant offer and apply again. Tell SEAI before installation begins or the offer will be invalid. If you have not started within the eight months you can cancel and reapply with no penalty.
Companies, owner management companies, charities and Approved Housing Bodies must complete SEAI's authorisation form for their type of applicant before creating the application, even for a single property. Companies, owner management companies and charities also send a De Minimis declaration, unless the charity is an Approved Housing Body. Commercial landlords should contact SEAI for the relevant authorisation forms before applying.
The payments that count are Fuel Allowance as part of the National Fuel Scheme, Working Family Payment, One-Parent Family Payment, Domiciliary Care Allowance and Carer's Allowance if you live with the person you care for. Jobseeker's Allowance or Disability Allowance also count if you have had it for over six months and have a child under seven. SEAI's page is written for homeowners who receive one of these payments. Ask SEAI before applying if the payment is received by someone else in your household.
SEAI's terms require you to confirm that the measure you are applying for has not already been supported by another government scheme or by SEAI through the Better Energy Homes scheme or other schemes.
