- The Habitual Residence Condition (HRC) is the main hurdle for most social welfare payments on return, Child Benefit, Carer's Allowance, Jobseeker's Allowance, Disability Allowance and more. Irish citizens are not automatically exempt, you need an HRC1 form and evidence you've cut ties abroad and re-established residence here.
- You may be able to use social insurance (PRSI) contributions paid abroad, though for short-term payments like Jobseeker's Benefit your most recent contribution must have been paid in Ireland.
- For public healthcare, you qualify as 'ordinarily resident' once you've been living in Ireland for at least a year, or you plan to live here for at least a year.
- Social housing in a particular area usually needs a 'local connection' (past residence, work nearby, education, a medical need, or a resident relative), though this can be waived in some cases.
- While a welfare claim is being decided, you can apply for Supplementary Welfare Allowance as an immediate bridging payment.
- Rent Supplement needs 6 of the last 12 months in rented accommodation before you're eligible, and you can't get Help to Buy if you owned a home abroad.
- Run by Citizens Information, the State's free public information service.
