Do I need a BER for an SEAI grant, and who pays?
For the individual SEAI grants you need a BER assessment after the work is done, and you arrange and pay for it. Older homes going for a heat pump also need a technical assessment first, and there is a grant towards that one.

The post-works BER
After a grant-aided job is finished, a post-works Building Energy Rating (BER) assessment is required. You organise it with a registered BER assessor and cover the cost, which is usually in the region of a couple of hundred euro. It shows the improvement the works made to your home's rating.
The heat pump technical assessment
Homes built before 2007 need a technical assessment to check the heat loss before a heat pump goes in. There is a €200 grant towards it. You can skip it with a Self-Declaration Form if your existing BER already shows a low enough Heat Loss Indicator (2.3 or under). Homes built from 2007 on do not need this assessment at all.
