Do I need a BER for an SEAI grant, and who pays?

For the individual SEAI grants you need a BER assessment after the work is done. You arrange it and SEAI has a €50 grant towards it on your first application (€280 on a qualifying welfare payment) for the insulation, heat pump and heating controls grants. Some older homes going for a heat pump also need a technical assessment first, and there is a grant towards that one.

The post-works BER

After a grant-aided job is finished, a post-works Building Energy Rating (BER) assessment is required. You arrange it with a registered SEAI BER assessor and pay the assessor, but SEAI has a €50 BER grant towards it on your first application (€280 on a qualifying welfare payment) for the insulation, heat pump and heating controls grants and the post-works BER for windows and doors is grant-aided too. It shows the improvement the works made to your home's rating.

The heat pump technical assessment

If you apply yourself and your home was built before 2007, you need a technical assessment of its heat loss, completed before you apply for the heat pump grant. There is a €200 grant towards it, paid only if you also apply for the heat pump grant. You can skip it with a Self-Declaration Form if your existing BER already shows a low enough Heat Loss Indicator (2.3 or under). Homes built from 2007 on do not need this assessment at all.

Questions people ask

Do I need a BER for an SEAI grant?

Yes. For the individual grants a post-works BER assessment is required after the job is finished. You arrange it with a registered SEAI BER assessor and there is a €50 BER grant towards it on your first application (€280 on a qualifying welfare payment) for the insulation, heat pump and heating controls grants.

Who pays for the BER?

You arrange it and pay the assessor. SEAI's Homeowner Application Guide gives €50 towards it (€280 if you get a qualifying welfare payment), paid only on your first grant application. The post-works BER for windows and doors is grant-aided too.

Is there a separate assessment for a heat pump?

Yes, for some older homes. If you apply yourself and your home was built before 2007, you need a technical (heat loss) assessment, completed before you apply for the heat pump grant, if you do not have a valid BER or your BER shows high heat loss. There is a €200 grant towards it, paid only if you also apply for the heat pump grant.

Can I avoid the heat pump assessment?

You can skip it with a Self-Declaration Form if your existing BER already shows a Heat Loss Indicator of 2.3 or under. Homes built from 2007 do not need it at all.
